Comprehensive Diagnosis

Each engagement begins with an in-depth diagnosis: auditing existing legal and policy frameworks, identifying institutional gaps, assessing stakeholder needs, and prioritising areas of improvement. This foundation ensures that all recommendations are context-specific, evidence-based, and legally sound.

Workshop

Gap Identification

Comparative legal analysis may find numerous gaps that lead to practical challenges, whether they are legal, institutional, technical, or financial in nature. Identifying these gaps is vital to formulating targeted, actionable legal and policy interventions.

Gap

Strategic Framework Design

Drawing on the diagnosis and gap assessment, we co-design strategic legal and regulatory frameworks. This involves drafting legislation, ordinances, institutional mandates, and enforcement guidelines that are both ambitious and politically achievable within the project's timeline and goals.

Strategy

Implementation and Monitoring

Once frameworks are adopted, we support implementation through capacity building, pilot monitoring, adaptive management, and continuous legal review. We remain available to the project as counsel throughout the full project lifecycle.

Success Story

First Mass Cycling and Walking Event in Maputo, Mozambique

I organized Maputo’s first major cycling event, engaging over 500 participants to promote sustainable mobility. My role included securing funding, managing logistics, ensuring legal compliance, and obtaining permits. The event inspired the municipality to launch monthly cycling days and plan for bike lanes, setting a precedent for sustainable transport initiatives in the city.

Before After

Background

In Maputo, Mozambique, urban mobility for pedestrians and cyclists has historically been overlooked in infrastructure planning and legal frameworks. Legally on the Move was engaged to support the design of a rights-based legal strategy for active mobility.

The event brought together residents, government officials, and civil organisations to demonstrate that sustainable urban mobility is not only desirable but **legally achievable**.

Outcomes

Following the event, local authorities committed to revising the municipal traffic ordinance to include explicit provisions for non-motorised transport. A dedicated cycling and pedestrian policy was drafted with legal backing.

The project demonstrated how legal advocacy and strategic events can catalyse regulatory change where active mobility rights were previously absent.
